The objective of this feasibility study is to develop a prevention and rapid alert system against hemorrhagic fevers of the Ebola virus in the Republic of Congo.

Description of Actual Services Provided:
Based on the Project Identification Fiche, the study provided the following issues:
  • A detailed feasibility analysis of the technical, economical, financial, institutional and organisational, environmental and socio-cultural aspects of the proposed project;
  • A detailed plan mentioning in particular the indicators for the objectives of the project, the results and the activities and which includes also the necessary resources, the required institutional structure for implementation and stipulates the responsibilities of the different organisms, the planning of the project, a cost-estimation as well as a logical framework of the planning.
  • A preliminary financial proposal; recommendations for future steps to be taken and later actions required to assure the financing and the implementation of the project.

Description:Narrative Description of Project:
The African Ophtalmological Tropical Institute (IOTA) had been in charge of the Regional Support Programme against Blindness between 1993 and 1998. The Programme had been extended with one year till 1999 when IOTA would have been handed over to the Malian government. The mid-term evaluation of the Programme had recommended to extend the transition period with one more year till 2000 in order to: (i) evaluate the national Programmes against Blindness of the 8 beneficiary countries, (ii) identify the needs in terms of technical and epidemiological expertise and (iii) to develop a network of epidemiologists in ophthalmology in the 8 countries.

Description of Actual Services Provided:
A field visit to each of the beneficiary countries in order to:
  • Assess the physical and functional availability and utilisation of the equipment provided by the Programme;
  • Guide the 8 countries during the transition phase;
  • Define the needs and study the modalities of a future collaboration between each of the countries and IOTA.

  • to appraise the intervention proposed, quantify the targets of the projects as well as the means of intervention including human resource requirements, carry out a feasibility analysis and lay down the necessary conditions for sustainability of the programme, and propose the most suitable management structure for the programme
  • to prepare and discuss with CAREC, CARIFORUM and the EC Delegation a brief report on the work undertaken and a revised draft financing proposal in accordance with CARIFORUM/EDF guidelines containing all the necessary technical annexes including the feasibility analysis.

The main objectives were:
  • to review the baseline information on health and disease trends and threats, the state of the medical laboratories in the region, the national and regional health/medical laboratory policy framework, the role and activities of CAREC and other public and private sector entities involved in the field, as well as donor supported activities in this sector carried out in the region;
  • to appraise the intervention proposed, quantify the targets of the projects as well as the means of intervention including human resource requirements, carry out a feasibility analysis and lay down the necessary conditions for sustainability of the programme, and propose the most suitable management structure for the programme
  • to prepare and discuss with CAREC, CARIFORUM and the EC Delegation a brief report on the work undertaken and a revised draft financing proposal in accordance with CARIFORUM/EDF guidelines containing all the necessary technical annexes including the feasibility analysis.

The mission’s main objective was to undertake a final evaluation of MON/002 project and the formulation of the second phase MON/903 for Lux Development. This concerned the following components:
  • Equipment provided, mainly ultrasound and EKG capabilities, necessary to a modern approach of cardiovascular diseases.
  • A medical network allowing exchange of medical information and images between distant provinces and the reference centre in Shastin hospital
  • A specialised web site that provides practical assistance in case management and treatment of cardiovascular diseases.
All institutional and operational aspects had to be reviewed and analysed with the perspectives of a second phase (project coordination, technical assistance, etc).

  • Analysis of the results and the specific objectives reached, compared with what had been anticipated in the project document.

The Independent Review Team
  • Carried out a Technical Review to analyze the APIR, data generated routinely within the health delivery system as well as additional qualitative data, conduct fact-finding activities and review components and sub-components;
  • Analyzed the Program Implementation Report and Status of Performance Indicators Report, prepared by the MoHFW
  • Prepared a Consolidated Field Visit Report based on visits to hospitals and other health facilities to focus on services and strategies in order to improve maternal health;
  • Prepared a Stakeholder Consultation Process in order to conduct focus group discussions with HNP related user and providers;
  • Prepared an Independent Risk Assessment and Management Report and an Independent Technical Report;
  • The issues identified in the technical work and field visits formed the agenda of a high level Policy Dialogue between senior representatives of MoHFW and the DPs.
