Expert in health strategy and policy analysis that embeds financing, financial management systems, human resources, supply chain management. Development of financial, accounting and procurement procedures. Policy development, strategy formulation, implementation and reporting.

Jeff Tshabalala has participated in mid-term reviews; feasibility studies in commercialisation and contracting-out of non-essential health services and developed supporting policy frameworks.

In the most recent past Jeff Tshabalala worked as a long-term financial management advisor in the Ministry of Health and Child Welfare of Zimbabwe. His areas of responsibility included developing institutional capacity in financial management and accounting using the Health Services Fund. Developing capacity in supply chain management. Leading the institutionalisation of the System of National Health Accounts (NHA) and leading NHA Surveys. This included conducting HIV and AIDS Sub analysis using the NHA Conceptual framework. In addition he has given advice on aspects pertaining to strategy analysis and review; development of human resources, transport and bio-medical strategies. He was also involved in the introduction of hospital costing using two learning sites. Assisted the Ministry articulate and train senior managers on Results Based Management and Budgeting.
