Mr Andy O'Connell, Health Planner, M.Sc. Health Planning & Financing (º1963).

Health Systems consultant. Expert in Health Systems strengthening, National Health Policy development and implementation, strengthening governance in the health sector, strengthening the response to sexual reproductive health, including HIV/AIDS and TB control.

Andy O'Connell's short-term consultancy assignments include participation in design and review of sector wide approaches in health, health sector reviews, evaluation of drug supply systems, development and evaluation of health sector support programmes, development of national strategies.

Previously, Andy O'Connell worked as a long-term health planning consultant for the Ministries of Health in Malawi and Zambia. His areas of responsibility included advancing a sector wide approach through a sub-sectoral programme and strengthening urban health services. During his assignment in Zambia he was the Urban Health Adviser to the Lusaka Department of Public Health. His work focussed on the strengthening of urban health services within a decentralised health system, he also worked in district health management in Zambia.

His field experience is mainly focussed on Africa: Ethiopia, Ghana, Kenya, Malawi, Nigeria, Sierra Leone, Tanzania, Uganda, Zambia and Zimbabwe.
