Loua André



Dr André Loua, Pharmacist, M.Sc., Specialist in transfusion medicine and clinical biology.

Expert in blood transfusion services, he is director of National Centre of Blood Transfusion (NCBT). He has a vast experience in development, implementation, follow up and evaluation of the national policy of blood transfusion; elaboration of national guidelines on the rational utilization of blood; training in blood transfusion services; human and material resources management of the NCBT.

Has a good knowledge of the functioning of blood transfusion services, of the definition, operation and quality control of the equipment, materials and chemicals used in both transfusion and clinical biology.

He worked as coordinator and manager of the European Development Fund (EDF) Project of Support to blood security in Guinea. He supported the construction and equipment of the blood transfusion services in Guinea at all levels: NCBT, Regional Center of Blood Transfusion (RCBT), Hospital Units of Blood Transfusion (HUBT).

André Loua's short term consultancy assignments include: need identification of blood transfusion at national level, evaluation of national HIV/AIDS programmes, technical support to developing national blood transfusion services, performance evaluation of blood transfusion services, elaboration of national strategic plans of transfusion services, elaboration of quality systems in blood transfusion. His field experience is mainly focussed on Africa: Burkina Faso, Gabon, Guinea-Conakry, Mali, Madagascar, WHO Regional office.
