Health Programmes

HERA has advised national and local authorities on a variety of health problems and health programmes. More specifically, HERA has gained substantial experience in the fields of HIV/AIDS, STI, TB and reproductive health.


HIV/AIDS/STI/TB

HERA has undertaken global and national evaluations of HIV/AIDS programmes, developed costing tools for assessing blood transfusion services, did costing of a number of blood transfusion and HIV/AIDS national programmes, and advised on financing strategies for HIV/AIDS.

Amongst its partners, HERA has several experts with international reputation in the field of HIV/AIDS. They are full-time involved in HIV/AIDS work, also through other institutions and organisations.

Example of expertise provided in the field of HIV/AIDS/STI/TB

  • Development of costing tools and cost-effectiveness analysis for blood transfusion services: HERA developed the guidelines and tools for the EC (Aids Task Force, 1990-92), which were subsequently presented to and adopted by WHO (1992);
  • Costing studies of HIV/AIDS: HERA did a cost analysis of secondary and tertiary AIDS prevention in Belgium (1991) and proposed innovative financing mechanisms for secondary and tertiary AIDS prevention (1994); and costed cross-sectorally HIV/AIDS spending in Uganda, on behalf of the EC (2006);
  • Institutional analysis and operational planning: HERA did the institutional analysis of the FARES (TB prevention), evaluated cost-effectiveness of TB prevention and screening (1994); HERA also supported developing the operational plan for Aids prevention for the French Community (Belgium, 1994);
  • Global and regional HIV/AIDS evaluation: HERA evaluated the EC HIV/AIDS programme in developing countries (1987-1996; 350 projects; 82 countries; budget of USD 200M) and performed an institutional analysis of the EC Aids Task Force (1996); HERA also evaluated the HIV/AIDS training course 'Planning for the social and economic impact of HIV/AIDS in developing countries', on behalf of the EC in 1998. Recently, HERA did the mid-term review of the SADC/EU regional support project on HIV and AIDS (2005);
  • National and local HIV/AIDS and STI programmes: HERA assisted the development of HIV/AIDS strategic plans or evaluated the implementation in more than 20 countries worldwide, in Africa, Asia, the Caribbean and Europe;
  • National blood transfusion services: HERA assisted the development, did the institutional analysis, costed and evaluated cost-effectiveness of blood transfusion services in 8 countries, including in Sub-Saharan Africa, the Caribbean and the Mediterranean.
  • Monitoring change: HERA does monitor bi-annually the implementation of the national HIV/AIDS strategic plan in Malawi, on behalf of the WB (2005-2007)
  • Evaluation: Evaluation of the Integrated HIV Care project of the International Union against Tuberculosis and Lung Diseases
  • Research: HIV/AIDS socio-behavioural study amongst fishermen and boat people in the member states of the Commission of the Indian Ocean

Reproductive Health

Examples of expertise in Reproductive Health:

  • National programmes on reproductive health: HERA has formulated or evaluated reproductive health programmes in 13 countries worldwide, including in Sub-Saharan Africa, Central America and the Middle East;
  • Regional programme: HERA did the mid-term review of the EC-ACP-UNFPA-IPFF joint programme on sexual and reproductive health, including evaluations in 5 countries.
  • Global programme: HERA implemented the thematic evaluation of UNFPA experience in increasing aid effectiveness through participation in SWAps.

Other Health Programmes

Examples of expertise in Other Health Programmes:

  • Blindness: HERA provided support to the institutional change process of IOTA in Mali, during its transition phase; and developed a support programme against blindness in the Sahel countries, on behalf of the EC (2000-2001);
  • Cancer: HERA supported the Belgian Association against Cancer in developing a medium-term strategic plan, based on public health and cost-effectiveness criteria (1994); and developed a blueprint for a Flemish cost-effective cancer registry network (2001-2002);
  • Diabetes: HERA assisted the MOH of the French Community in reaching an expert consensus on diabetes screening strategies;
  • Tuberculosis: Technical review of the National Tuberculosis and Leprosy programme (2004).
